I am usually very critical of the Harper Con-government but when they do something right or courageous I will applaud. I think the appointment of William Elliott as the new RCMP Commissioner is both right and courageous. I give this move more than applause. I actually give it a standing ovation. Mr. Elliott has proven to be able and respected in a trans-partisan way, serving in Prime Ministers Mulroney, Martin and now Harper.
The deplorable leadership and inept management culture of the force has been cancerous to the goals of good policing. Commissioner Elliott need not, and should not, wear the red serge uniform of the RCMP. That is something one earns through professional policing and service on the front lines. However he need not wear the uniform to run and reform the organization. He is, by all accounts, a capable and earnest public servant. It is that sense of duty to public service that has been missing in the nepotism and mismanagement of the RCMP leadership of late.
The RCMP is to serve the public and live up to its motto by “Maintaining the Law” we need fundamental change…especially at the top. There is too much evidence showing disturbing incidences were the management and leadership of the RCMP has been in service of more private and personal interests. There are examples where there have even been serious breaches of the law by the RCMP! That is unacceptable and only "serves" (sic) to undermine public confidence in their credibility and ability to maintain the law.
It is time for big changes in how the RCMP is run. That is clear. To presume this can be done only from the “inside” is a privilege that the RCMP, as an organization and an institution, has squandered. To those traditionalists who believe the military culture of a police force cannot be lead by a civilian, they will have to adapt. The RCMP is not just their organization. It is Canada’s police force that has a proud history and was at one time a proud symbol of our country.
It is time to restore the confidence of Canadians in the RCMP and to return it to a reputation as a respected, effective policing authority and an enduring international symbol of what is good about Canada.
Good luck Commissioner Elliott and good job Stephen Harper and Stockwell Day.

Harper Cons Going Around In Circles - at NASCAR
So the Cons have gone NASCAR. Not only has Mr. Harper swallowed the Dubya strategy for policy and politics, he is now adopting some iconic American “culture.” By trapping his party into the drivers seat of a NASCAR to appeal to the Canadian equivalent of the Bush “Base.” Step aside Soccer Moms – there is some serious rubber to be burning here.
Will "StockCar" Day trade the wet suit for a jumpsuit? Will Peter “Bubba” Van Loan take on new tasks as Government House Leader a run the Pit Crew? I see they are racing in a Dodge? Will it become known and “the Tax Dodge?” Will anyone else be safe on the track if these guys get serious and try to win a race? I can see the Cons becoming reckless but not “wreckless” with this strategy.
The symbolism is breathtaking. We have the Harper Cons covering themselves with flash and dash, going around in interminable circles, as fast as they can, making as much noise as they can, without regard for the environment. They are doing all of this in front of a crowd who know they are paying too much to be part of “the spectacle.” The spectators are coming mostly to see the crashes and only mildly interested in what is otherwise happening or who wins and what that, if anything, all this really means for them and their plight.

PM Harper Claims Parliamentary Immunity in a Law Suit Against Him as Conservative Party Leader!
OK this is going too far! Prime Minister Harper has crossed the line and thrown his personal responsibility and reputation for accountability and transparency out the window. The irony of the circumstances under which “our” Prime Minister is using this device is as breathtaking as is the arrogance of the Right Honourable man’s actions in the first place and in the trial tactics.
The Globe and Mail is reporting that Prime Minister Harper, the leader of our nation, has invoked parliamentary immunity to “extricate (himself) from the matter.” The “matter” is a “tangle of court cases” brought against him and the Cons over an “agreement” (the existence of which is in dispute) that saw Ottawa South nominated candidate Alan Riddell “step aside” in exchange for the Harper Cons repayment of his “election expenses” (the payment of which is apparently still outstanding)
Why was Riddell sidelined you ask? Well so the Cons could replace him with the Adscam poster-boy, Gomery whistle blower and the epitome of how the Cons were going to be cleaning up corruption in government, Mr. Alan Cutler. Cutler lost. Too bad!
The PM’s parliamentary privilege is being invoked in a personal libel action against Stephen Harper and a Con Party President NOT the Prime Minister. The tactics being used by the Cons are somewhere between Monty Python and the Sopranos for ridiculousness, especially if you are Canada’s New Government. You know them as the new kids on the block who are all about the Accountability and the cleaning up of government corruption guys. Spare us the histrionics and hypocrisy Mr. Prime Minister.
There is a culture that has emerged in the CPC. It is not only from this incident. There were similar pay offs in the nominations of Stockwell Day, and the replacement of Ezra Levant, the former self-styled “Stockaholic” fan of the former leader of the Alliance Party. He “volunteered” to step aside for expenses so the newly minded party leader, Stephen Harper, could run in 2002 in Calgary Southwest. Then we have the courts setting aside the Conservative nomination of Rob Anders in Calgary West – twice - for breaches of its own processes and rules.
The RCMP recently decided that certain “new evidence” uncovered in the Day nomination fiasco was not new after all. They said had it all along and decided not to investigate further if this payment scheme was evidence of a Criminal Code violation. You ready for more irony gentle reader. Minister Day is currently the RCMP’s boss. You would have thought that the Mounties would have had another police service conduct the further investigation under the circumstances right? Dreamer! Who needs the appearance of justice when you are the corruption killers? When you are the Cons?
There is a place for privilege and immunity but that goes to the Office of Prime Minister not to the Leader of a political party, as appears to be the case here. The G&M story quotes Mr. Riddell’s lawyer saying if the immunity is applicable to Harper in this case, the legal actions can’t proceed “…until the government fall and an election is called – or possibly until parliament is prorogued.”
I will follow this matter carefully and post on it as it develops. In the meantime let’s hope for principles of democracy and fairness and transparency and accountability will be honoured by the Harper government. And lets watch this carefully since it is an opportunity for citizens to judge the quality of character and capacity for governance of the current minority government and its leader…and our pro tem Prime Minister.
The Cons ought to be providing a full public disclosure as a matter of course just so we ordinary little-people citizens can come to an informed decision if we can trust these people to represent and govern us.

RCMP Decide Stockwell Day's Nomination Payoff is Still OK
The RCMP have decided not to investigate further into criminal wrong doing around the $50,000.00 payment made to a former candidate so their boss, the HONOURABLE Stockwell Day, could run in a by-election in 2000 as the new Reform Party Leader.
This may be the right thing to do but will Canadians trust the process, the people involved and the decision not to proceed? The official reason seems to be there is no new evidence. Let’s face it this is their boss they have been investigating. It is not a position the RCMP can look good in, regardless of their decision. They should have had another law enforcement group do this revisit of the investigation, for the sake of Day, their own credibility and integrity and for the sake public’s trust and confidence in the RCMP… which is the real test in such matters.
One has to wonder why that never happened because the RCMP brass may have just squandering the last remaining bits of its credibility. The RCMP have not been the most credible of organizations as of last with the resignation of the former Commissioner over the Arar dealings, the allegations and conflicting testimony on allegation of pension funds misuse and nepotism by senior officials. And then we have their celebrated political interference in the last election when the made a public announcement about the Income Trust investigation. That was arguably the ultimate non-issue that showed no political wrongdoing months later but the damage was done and it helped tip the scales that finally put Harper in office.
We have this all in the context of the recent court orders for a new nomination process in Calgary West over the “Affair Anders.” – who is running for the nomination again . The first instance and appeal decision both concluded finding wrongdoing by the Keystone Kons in how they manipulated the Anders nomination process. The news reports are that the Kons are is still thinking of appealing their Alberta Court of Appeal loss. Does that mean Harpers Kons are seriously thinking of applying for eave to appeal to the Supreme Court on this?
Give it up already. The Supreme Court has serious business to attend to. That should not include nurturing the hubris of the Kons of Calgary West.
I bet the discussions over late night beers in the PMO are putting this all together. they must be concluding that as soon as they get their police representatives appointed along with “their guys” to the Judicial Review Committees, then the "appropriate" recommendations for judicial appointment will be forthcoming. They will then be able to ensure that they will have a free hand on these matters. Never again will they be embarrassed or bound by the rule of law or have to suffer or even tolerate an independent judiciary. Then they can stop the “meddling” around issues of fairness and transparency in their party nomination processes.
Democracy? We don't need no stinkin' democracy!

Harper the Deceiver
Harper the Deceiver! - The “report on human rights performance (meaning abuses) in other countries does not exist”...and then all of a sudden - voila here it is with the truth blackened out. Doesn't that make you want to reminisce about the "good old days" of the Bush administration in justifying Guantanamo prisoners without charges and no access to counsel and the final admission about other secret CIA prisons around the globe? Yup, and we western democracies are supposed to be the good guys.
We need to thank someone somewhere in or around the government for leaking to the Globe and Mail the complete unedited and unabridged version of the officially non-existent human rights performance report. Actually that is too euphemistic a way to describe what the Harper Cons have done here. We should call the Harper Cons "released" version of the newly discovered report for what it really is THE OFFICIAL CENSORED VERSION OF THE FACTS."
Harper and Co. can bring shame on themselves and their party (think Anders' "unanimous nomination" in Calgary West that was recently overturned by the courts twice, as a place to start) and I really don't care too much. Bring my country in disrepute and expose our military to war crimes accusations and the consequences and I care. Do it with such reckless abandon and with such and irresponsible attitude and I care. I really care.
The most generous explanation for this breach of trust and inexcusable dishonesty is wilful blindness and that is not governing, never mind good governing. Shame on the Prime Minister and his "brain trust" of Day and O'Connor. Foreign Affairs Minister MacKay is just lucky he was in China for much of this...and out of the loop, as usual!
We citizens are now being seriously played for fools by our federal government on this and so many other issues right now. I am including the Liberal and Bloc phony motion yesterday to force a pullout of Afghanistan on a deadline that ignores the reality of that situation too. The situational ethics of the NDP in this issue that was used to justify them supporting the Cons on this motion was also astonishingly cute by a half. We are not fools. We can see what is going on with our governance. It has to stop.
Get off the artificial sort-game election path and start governing for the future with a longer term sense of the difficult and serious situations we face in this country. Where is the honest leadership that will be straight with us and who will rise to the occasion with intelligence and wisdom?

Don't Worry Harper is No Reptilian Kitten Eater.
I forget who was tagged as the “reptilian kitten eater” a couple of elections ago but the CPC official website wants to reassure us it is NOT Stephen Harper. Check out the Charming all new softer side of Steve Harper.
Next we shall see a sepia toned picture of him shaking hands with his kids. Yes sir…the softer side of Steve is on the make over. Does he want an election now or what?
Now if he could only raise some sincere interest in stopping the torture of prisoners we Canadians have some responsibility towards and may keep our troops out of a war crimes court it would be nice.
And another thing, is Gordon O’Connor turning into Canada’s Rumsfeld and is Stockwell Day turning into Canada’s Dick Cheney - or is it just me?

Is There a Pattern Forming Around the Harper Cons?
I hear the CPC is appealing the Court decision overturning the Rob Anders nomination in Calgary West. There is an interesting pattern that is forming here for the Conservative Party of Canada what with the events around Anders, Day and the last Ottawa race for mayor candidate involvement. Altogether they are either under investigation, pending investigation or under appeal from the courts. Real confidence and trust building events don’t you think?
I wonder who Harper called first tonight to congratulate them on the results of the Quebec election. My money is on Dumont first and Charest next. More on the Quebec election and what it means for Canada in a posting tomorrow.
Looks to me it is very much like a result that is close to what M. Leger said Quebecers wanted. they effectively have Dumont’s leadership, Charest’s MNAs and Boisclair’s policy.

Ontario Police Launch Investigation Around Allegations of Federal Conservative Buy Off of Ottawa Mayoralty Candidate.
Not another one! First Stockwell Day now this! According to CTV the Ontario Provincial Police have launched an investigation based on an affidavit that says some “senior Tory close to Prime Minister Harper was involved in an alleged bid to buy off an Ottawa mayoralty candidate.”

Will the RCMP Investigate Their Boss, the Honourable Stockwell Day?
With new evidence around the 2000 by-election circumstances surrounding the then newly minted leader of the Reform/Alliance Party, Stockwell Day we can only wait to see how Prime Minister Harper, handles the situation. Stockwell Day is,after all, his Minister of Public Safety and the Minister responsible for the RCMP. How Orwellian!
How comfortable are you as a citizen with the RCMP considering an investigation about criminal charges around political events of the Minister to whom they must ultimately report to? Are the RCMP going to decline to revisit the Stockwell Day by-election events of 2000 for criminal wrong-doing given that it directly involves the Minister to whom they report? What if an investigation were launched and criminal charges laid over the by-election of Stockwell Day and Harper had exercised his new political influence and control over the appointment of the Judge who was to hear the case? How comfortable are you with that? It could happen!
You have to marvel at the irony that the documents the Liberals are relying on were found in the files of the Leader of the Opposition Offices and were left behind by the former Conservative Leader of the Opposition, one Honourable Stockwell Day. The irony is even sweeter when you consider how hard Harper's people dug into the old files of the Martin Liberal government. They were looking for other potential Adscams they could use for political and purging purposes, but alas, to no avail.
How reassured are you that Harper and Day are skating and obfuscating around the Cabinet resignation issue under these circumstances? Do you believe the Honourable Stockwell Day, Minister of Public Safety of all things, should step down from Cabinet until this is resolved? Former Cabinet Minister Michael Chong resigned Harper's Cabinet over less critical, and less potentially damaging matters, but just as significant as to matters of principle. Michael Chong has proven himself to be a man of principle and character.
The RCMP were quick to jump into an investigation on supposed Liberal government political malfeasance around Income Trust leaks. That investigation was based on innuendo and hints but they announced it publicly just prior to the last election, only having to admit, many months later, there was no evidence of any wrong political doing. They ended up laying only one charge against an individual - a Finance Department bureaucrat who allegedly used insider Income Trust information for personal gain.
We are not yet in an election and only have mere media musings, hints and allegations that one is even remotely pending. So the RCMP do not need to worry about influencing an election outcome, this time any more than they did last time. It is not their concern as to timing of investigations and politics should not be a deciding factor. Speaking of the politics of the last investigation, it was strange the RCMP broke their usual silence about criminal investigations and let it be known publicly they were investigating the former Liberal government. Will they revert to traditional silence about these matters this time or will they boldly go again into the public political fray - if they even start to investigate their boss!
They might be able to get to the bottom of this Stockwell Day by-election matter well before an next election is even called. Perhaps Parliament is mature enough to actually forestall an election while this investigation is going on…presuming the RCMP actually decides to undertake it in the first place.
Where is the sharp wit and sound wisdom of former RCMP Commissioner Zaccardelli now that Canada, and Public Safety Minister the Honourable Stockwell Day, could really use him?
Now for something completely related.
What if I am right about the “republicanization” of the pro tem Prime Minister Stephen Harper and that his is eerily modeling and mimicking George W. Bush. I have been watching the “republicanization” of Stephen Harper as a variation on a theme for his style and substance of government all year. While I don’t think Harper is in the “Bush-league.” Let’s face it, when it comes to being “bush-league” Dubya is in a league of his own. You have to wonder if we can we expect what Stephen Colbert is showing us in this clip about the current Bush leadership reality to be somewhere in our Canadian equivalent?

They were looking for other potential Adscams they could use for political and purging purposes, but alas, to no avail.
How reassured are you that Harper and Day are skating and obfuscating around the Cabinet resignation issue under these circumstances? Do you believe the Honourable Stockwell Day, Minister of Public Safety of all things, should step down from Cabinet until this is resolved? Former Cabinet Minister Michael Chong resigned Harper's Cabinet over less critical, and less potentially damaging matters, but just as significant as to matters of principle. Michael Chong has proven himself to be a man of principle and character.
The RCMP were quick to jump into an investigation on supposed Liberal government political malfeasance around Income Trust leaks. That investigation was based on innuendo and hints but they announced it publicly just prior to the last election, only having to admit, many months later, there was no evidence of any wrong political doing. They ended up laying only one charge against an individual - a Finance Department bureaucrat who allegedly used insider Income Trust information for personal gain.
We are not yet in an election and only have mere media musings, hints and allegations that one is even remotely pending. So the RCMP do not need to worry about influencing an election outcome, this time any more than they did last time. It is not their concern as to timing of investigations and politics should not be a deciding factor. Speaking of the politics of the last investigation, it was strange the RCMP broke their usual silence about criminal investigations and let it be known publicly they were investigating the former Liberal government. Will they revert to traditional silence about these matters this time or will they boldly go again into the public political fray - if they even start to investigate their boss!
They might be able to get to the bottom of this Stockwell Day by-election matter well before an next election is even called. Perhaps Parliament is mature enough to actually forestall an election while this investigation is going on…presuming the RCMP actually decides to undertake it in the first place.
Where is the sharp wit and sound wisdom of former RCMP Commissioner Zaccardelli now that Canada, and Public Safety Minister the Honourable Stockwell Day, could really use him?
Now for something completely related.
What if I am right about the “republicanization” of the pro tem Prime Minister Stephen Harper and that his is eerily modeling and mimicking George W. Bush. I have been watching the “republicanization” of Stephen Harper as a variation on a theme for his style and substance of government all year. While I don’t think Harper is in the “Bush-league.” Let’s face it, when it comes to being “bush-league” Dubya is in a league of his own. You have to wonder if we can we expect what Stephen Colbert is showing us in this clip about the current Bush leadership reality to be somewhere in our Canadian equivalent?

Ander's Nomination Ouster by the Courts for Breach of Party Rules
Ok on the Ander’s case and the courts setting aside his acclamation nomination, I have read the judgment and it speaks for itself. Some of you will not want to read it all but your roles as responsible and engage citizens will push you to do so. It is an interesting legal analysis but a very important decision and the facts shows how political party processes can be used to create unfair and incorrect results.
We all need to be vigilant to better understand how Mr. Anders "nomination" unfolded and who was involved and how they conducted themselves. Constant vigilance is the cost of freedom.
Council for the Party also was the person who defended Stockwell Day in Alberta when he defamed a Red Deer lawyer and school trustee. Defending that case on behalf of Mr. Day, now a Minister in the Harper government apparently cost the Alberta taxpayers over a $1M in legal fees and costs. It became the subject of a review of the government of Alberta’s risk management system. A review that I did along with my consulting firm for the Minister of Justice and Attorney General and the Speaker of the Alberta Legislature at the time.
The bottom line of that review and the Court’s decision on this nomination process for Mr. Anders confirms the first and most cardinal rule for citizens in a democracy…Be careful who you elect!
